    The National Conference on “Plastic Waste Management and Green Jobs Opportunities in the Recycling Sector in Albania”, which is supported by the UN in Albania (Coherence Fund) through UNEP (United Nations Environment Programme), was held on 3rd March 2016, at the premises of Hotel Tirana International.

    The conference aimed on one hand to: Provide an overview of current policy regulatory, stakeholders responsibilities, an inventory of quantities, infrastructures, and companies, as well as a gap analysis for recycling of plastics in Albania; Introduce a “state-of-art” system and policy actions for recycling of plastics, based on international best-practices and opportunities in Albania, and; Engage authorities and other national stakeholders on a constructive debate on opportunities and ways for stepping forward and provide recommendations for institutions at central and local level, enterprises and businesses operating in plastic and recycling sector.

    On the other hand, the conference aimed to: Assess the green employment potentials in recycling in Albania by focusing on its economic, social and financial aspects; Explore feasibility for investments and funding to promote future interventions on this sector by the government and business community in order to create new jobs and skills in line with green technologies, and; Share best practices on the promotion of green jobs and professional trainings.

    This high level event involved the participation of about 45 participants from key ministries, recycling business, donor agencies, embassies and other relevant stakeholders as follows:

    The National Conference was opened by Mrs. Marieta Mima, the NCPP Director, followed by two keynote speeches from Mrs. Karapici Deputy Minister for Economic Development, Tourism, Trade and Entrepreneurship and Mr. Pëllumb Abeshi, General Director of Environmental Policies, in the Ministry of Environment.

    In two plenary sessions, the key findings of UNEP/ECAT Tirana studies “Plastic Waste Management and Recycling in Albania” and “Potential for Green Jobs in the Waste Recycling Sector, Albania” were presented respectively by Mr. Redion Biba and Mrs. Mirsa Titka, Consultants of ECAT Tirana. Ms. Maja Rujnic-Sokele from Faculty of Mechanical  Engineering and Naval Architecture, University of Zagreb made an overview on Plastics Waste Management and Recycling in Republic of Croatia and Mr. Jovan Protić, ILO National Coordinator for Serbia offered a presentation on Assessment of Economic, Social and Institutional Aspects that currently Hinder the Creation of Green Jobs in Waste Management in Serbia and Lessons Learned.

    During the conference two related panels were established accordingly by different stakeholders, both public institutions and private entities, invited to share and discuss their views based on the findings and recommendations of our studies.

    The National Conference “Resource Efficient and Cleaner Production; an opportunity for Albania” was held on 30th of May 2012, at the premises of Hotel Tirana International. The purpose of the conference was to promote the achievements of RECP in Albania and encourage other stakeholders to start with the Programme.

    This high level event involved the participation of about 90 participants from key ministries, business partners and other relevant stakeholders as follows:

    Ministry of Economy, Trade and Energy

    Ministry of Environment, Forests and Water Administration

    Ministry of Agriculture

    Ministry of Integration

    University of Tirana and other private universities in Tirana

    Representatives of the first round companies that participated in the Programme

    Representatives of the second round companies participating in the Programme

    Municipalities of Durres, Vlore

    Other Non Governmental Organizations

    Donor Agencies

    A presentation of the results that the RECP Programme has achieved was made by Mrs. Marieta Mima, the NCPP Director, followed by activities description and reflections from the implementing agencies presented by Mr. Van Berkel on behalf of UNIDO and Mr. Mahir Aliyev, Regional Coordinator for the UNEP Office in Europe.

    A clue moment was the UNIDO Awarding Ceremony for national consultants and demonstration companies participating in the first round of the Programme. Awarding Certificates were distributed to 11 companies and the respected assigned national consultants.

    The National Conference was a unique awareness raising event which gathered a total of 86 participants. The significant results achieved by the RECP Programme during the first year of implementation constitute a broad mandate for the continuation of the Programme.

  • Workshop: “Overcoming Barriers to Sustainable Tourism in the Republic of Albania”

    The Workshop on “Overcoming Barriers to Sustainable Tourism in the Republic of Albania” was held the 29th of May, 2012 at the Conference Hall of the Ministry of Tourism, Culture, Youth and Sports.

    The objectives of the workshop were to build capacity for applying sustainable tourism and to reflect these practices to the 2013-2020 Albanian Tourism Sector Strategy. It further aimed at engaging national stakeholders and collecting their views on key implementation structures required for integrating sustainability criteria and approaches in order to overcome traditional barriers to sustainability. A total of 52 participants were present at the workshop representing stakehoders from:

  • Resource Efficient and Cleaner Production Study Tour

    The Resource Efficient and Cleaner Production Study Tour was organized by the NCPP National Director, Mrs. Marieta Mima with the support of UNIDO and UNEP. The tour took place in Graz, Vienna, Prague and targeted key government and business stakeholders. The NCPP director undertook numerous meetings in the key relevant ministries in order to identify senior level officials and promote the study tour and its aim with them. Further negotiations took place in order to accommodate the different and busy schedules ofthe selected officials with the study tour dates.

    During the visit in Graz the delegation had the chance to visit with several companies such as Puntigam Brewery, Ventrex Automotive GmbH and Andritz AG, which are considered leaders in Cleaner Production and held the Ecoprofit certificate. The tour continued in Graz City Hall with Deputy Mayor, Ms. Lisa Rucker. The delegation engaged in an active discussion regarding the policies upheld and activities organized by the City Hall in order to encourage, promote and support Cleaner Production in Graz. During the visit in Vienna, the delegation visited with the owner of Hotel Stadhalle as the first passive house hotel in Vienna. During the meeting a short history of the hotel was presented and the Zero Energy balance system was observed at work.

    Attention was given to the passive house features, the products supply and waste management scheme, the energy programme in place, subsidies received from local government, and plans for the future.

  • Business Consultation Workshop on the National Cleaner Production Programme in Albania

    The workshop was organized by the Ministry of Economy, Transport and Energy (METE), ECAT Tirana and the Chamber of Commerce with the assistance and support of UNIDO. The purpose of this workshop was to gather suggestions from the Albanian business sector entities on suitable ways for the promotion and implementation of RECP in Albania. The workshop was further designed to provide first hand information on business opportunities and benefits arising from RECP. The proper means of achieving these opportunities andbenefits were also explored with national and international experts. Additionally, the workshop would led to the identification of appropriate ways for the NCPP to work with business sector organizations in Albania in order to achieve sustainable growth, help shape future cleaner production initiatives, and align these with ongoing business sector initiatives to best serve the interests of the Albanian business sector.

    The workshop was attended by representatives of important Albanian business organizations, entities, and enterprises from the identified priority sectors such as mining, food production and hotels from Tirana and other regions. Moreover participants from METE, Albanian Investment Development Agency (AIDA), Albanian Agrobusiness Council (AAC), the Chamber of Commerce of Tirana and other regions, the Agriculture University, USAID were also present.

  • Training Workshop on Development of Financing Mechanism for Innovation and Application of Resource Efficient and Cleaner Production (RECP)

  • National Consultation Workshop on Policy instruments for the promotion of Resource Efficient and Cleaner Production (RECP) in Albania

    The objective of this stakeholders’ consultation workshop was to present the proposed package of policy instruments for Albania and receive feedback from national stakeholders. The consultation was focused on required measures for the short, medium and long-term. In addition, a draft report on “Policy Instruments for the Promotion of Resource Efficient and Cleaner Production in Albania” prepared under UNEP’s technical supervision by the Lithuanian Center for Sustainable Industrial Development (SPPC) with input from national experts through the RECP host institution, was distributed to the participants.   • Information Awareness Workshop in Shkodër

    This was the third information awareness workshop on RECP, which targeted mainly the interested Albanian businesses, local government and other relevant actors located in the northern part of Albania. The workshop provided detailed information on the Albanian RECP programme by emphasizing what has been done and the foreseen upcoming phases. Apart of the awareness raising aspect, the workshop was used as a possibility to learn from the other RECP programmes in the neighboring countries including the success stories and the concretebenefits that the businesses could have form the participation in this programme. Just like in the case of the workshop organized in Vlora, in December 2010, in this workshop was also noted a very high level of interest on the programme by several representatives of different companies operating in the northern part of Albania. This was another additional positive indicator for the future inclusion in the programme of companies located in this area of Albania.

    The second information awareness workshop on RECP was delivered to the interested Albanian businesses, local government and other relevant actors located in the southern part of Albania. During the Information Awareness workshop, there was provided detailed information on the Albanian RECP programme by emphasizing what has been done and the foreseen upcoming phases.Apart of the awareness raising aspect, the workshop was used as a possibility to learn from the other RECP programmes in the neighboring countries including the success stories and the concrete benefits that the business could have form the participation in this programme. It has to be noted that a very high level of interest on this programme was shown by several representatives of different companies operating in the southern part of Albania being it a very positive indicator for the future inclusion of companies operating in this area in the next phases of the programme implementation.

    The workshop was held at the conference hall of the Ministry of Environment, Forest, and Water Administration (MEFWA) with the participation of technical officials from the relevant line ministries as well as other relevant stakeholders. It was organized by the RECP team in conjunction with the Secretary General of the MEFWA, Ms. Myrvete Pazaj and Ms. Valbona Kuko, Director of the Department of Strategy and Donor Coordination

    This event was organized with the purpose of discussing the possible modalities of implementing the proposed strategic measures for mainstreaming RECP in Albanian policy and strategy frameworks. The output from this Technical Working session will serve as an initial plan of implementation including the key policy instrument(s) that need to be developed for the effective promotion and implementation of RECP.     The main objectives of the workshop were to validate the findings of the national policy review and assessment, to identify existing opportunities and gaps for the promotion of Resource Efficient and Cleaner Production (RECP), and to develop consensus on the elements of the strategy for mainstreaming RECP in national policy and strategy. The workshop presented the draft strategy for the mainstreaming of RECP in the national policy framework and facilitated the application of RECP in Albanian industries to the relevantstakeholders.
